Commentary: Now this one I recognize!  It's a homage to T.H.U.N.D.E.R. Agents.  DC actually did two short T.H.U.N.D.E.R. Agents series a few years ago written by Nick Spencer.  That is how I first was introduced to Spencer and T.H.U.N.D.E.R. Agents, and I became a fan of both.   I guess they were supposed to be part of DC's multiverse, but when DC lost the rights to IDW, they decided to keep the concept anyway.
