After the tragic confrontation with Professor Pyg, Detective James Gordon (BEN MCKENZIE) is called into the mayor's office, where Mayor Burke (LARRY PINE) offers him the paperwork that will promote him to Captain. However, Gordon doesn't want the job, particularly as the current captain is his partner, Harvey Bullock (DONAL LOGUE). But Bullock has lost the faith of his men, and even Gordon realizes this, so he promises to at least mull the offer over.
Meanwhile, Penguin (ROBIN LORD TAYLOR) has learned that Ed Nygma (CORY MICHAEL SMITH) is mocking him in a comedy show in The Narrows. To send a message to the rabble, he sends in the Sirens -- Barbara Kean (ERIN RICHARDS), Tabitha Galavan (JESSICA LUCAS) and Selina Kyle (CAMREN BICONDOVA) -- to the club to bring him back by sundown. But the Sirens find other distractions there -- Tabitha in her old lover, Butch Gilzean (DREW POWELL) resurrected from the dead as Solomon Grundy, and Barbara in her former rival for Jim Gordon's affections, Leslie Thompkins (MORENA BACCARIN) -- leaving Selina on her own to deal with capturing Ed. Fortunately for her, Ed is still not at his former mental capacity so the capture is literally child's play. But they miss the deadline, and meet up wtih Penguin's enforcer, Firefly (CAMILA PEREZ).
At the orphanage where Sofia Falcone (CRYSTAL REED) works, Penguin vents his frustrations. Sofia tells him her father, Carmine, knew that to deal with the stress of being a crime lord one had to have interests outside the business. His was raising chickens, and she suggests that to him. But Penguin finds another interest -- mentoring a mute, bullied orphan named Martin (CHRISTOPHER CONVERY) into someone capable of exacting revenge.
When Harvey fails to show up for the ceremony for wounded police officers, Gordon confronts him about it -- then relieves Harvey of duty by assuming his role. Captain Gordon has taken his first major step on the way to becoming Commissioner Gordon. And it's all part of Sofia Falcone's plan.
